The European portal on energy efficient buildings -BUILD UP- has recently interviewed Eduardo Maldonado on his view about energy efficiency in buildings. The final electronic version of the Concerted Action EPBD book "Implementing the Energy Performance of Buildings Directive (EPBD) - Featuring country reports 2012” is now made available under a new ISBN number. This new version replaces and is an update of the provisional pdf released in June 2013; it contains active hyperlinks and some final adjustments in formatting, as well as correction/update of some of the hyperlinks. In addition, the country implementation and thematic reports contained in the book are also released individually. The 31 Concerted Action EPBD national implementation reports for 2012 can be found under the respective Country Information pages of the Concerted Action EPBD website. Concerted Action EPBD and BUILD UP joined forces to produce a short overview article on the Concerted Actions EPBD, RES and EED. The article, that was endorsed by the 3 Concerted Action Coordinators and the EACI, describes the objectives and key elements of each one of the 3 Concerted Actions, identifies common approaches, as well as common working areas and shares links to valuable information for further reading. With the BUILD UP NewsAlert October 2013 issue, the overview article has been distributed to approximately 30.000 recipients through email and is further disseminated through social media sharing. STAKEHOLDERS MEETING EU Sustainable Energy Week, Brussels, 28/6/2013 Under the auspices of the Irish EU Presidency – represented by Mr. Fergus O’Dowd, T.D., Minister of State, Department of the Environment, Community and Local Government of Ireland – the 2012 Book ‘Implementing the Energy Performance of Buildings Directive -  Featuring Country Reports’ was handed to Ms. Claudia Canevari, DG Energy, EC during the joint EC - Concerted Action EPBD stakeholders event on the 28th of June 2013. Panel discussions followed between several top experts in the field of the EPBD and the market. The first discussion triggered interest through visionary views on the progress in Building Energy Efficiency in the EU. The second focused on Driving the market transformation and dealt with Vision,Challenges, and Opportunities for  Delivering the Potential. Automatic monitoring systems for heating, cooling, and other technical building systems are mentioned in the recast Directive 3 times. This encourages their adoption, and there is a strong incentive if it can be shown they are able to reduce the need for physical inspection. Monitoring has been discussed twice in technical sessions of CA-3. Those responsible for implementing the recast Directive were urged to allow for the possibility of introducing automatic monitoring later, even if such schemes are not yet ready. It is important not to close off the opportunity inadvertently, but the case for building it into legislation requires further development and convincing evidence. CA members requested this to be expressed in terms that can be presented to those responsible for introducing national legislation. It fosters exchange of information and experiences amongst representatives designated by all 27 Member States, plus Norway and Croatia. The Concerted Action EPBD is organizing its annual Stakeholders meeting in Brussels on June 28, the last day of the EU Sustainable Energy Week, where it will launch the Book of National Reports 2012 containing the national reports describing the EPBD implementation in all the MS at the beginning of 2013. The next CA-EPBD Stakeholders meeting shall move away from the usual Brussels environment and  try to address a larger audience at the well-known World Sustainable Energy Days conference that takes place in early March 2012, in Wels, Austria. The focus in 2012 is on Nearly Zero Energy Buildings (NZEBs). The CA conducted a study on experiences and challenges for setting cost optimal levels for energy performance requirements. The results were used as input by the EU Commission in their work of establishing the Regulation on a comparative methodology framework for calculating cost optimal levels of minimum energy performance requirements. In addition to the summary report released in August 2011, the full detailed report on this study is now also made available, just as the EC is about to publish its proposed Regulation for MS to apply in their process to update national building requirements. Terms and definitions for high performance buildings used in the EU Member States As first step towards the national application of the nearly zero-energy building definition of the EPBD recast, the CA has developed an overview of the used terms for high performance buildings, the built examples and the applied definitions. Member States representatives also informed about national incentive programmes for high performance buildings. The price of energy performance certificates The CA conducted a study on the price of energy performance certificates in Member States. Identification of factors that most influence the price can help the practical implementation of building energy certification schemes. It can be concluded that the price of certification depends mainly on the cost of the work of the expert and is defined, for the majority of MS, by market conditions.
